Several of these black-on-white, porcelain enamel plates are known to exist in collections today. Although direct evidence as to their purpose remains unknown, we believe them to be examples of the "metal tag with numbers thereon at least three (3) inches in height and one-half (1/2) inch in width" that are called for under a section (no. 6a) added to Article XII of the police regulations as specified by the D.C. Commissioners in a writing of August 19, 1910. The referenced sections calls for the markers described to be displayed on "every horse-drawn vehicle when used for business purposes." Issuance was handled by the city government's permit clerk, and the cost was fifty cents per plate.
