Two-Letter Codes of OFM Diplomatic Plates
A number of OFM two-letter codes, all of which deliberately bear no similarity to the name of the country to which they are assigned, have been cancelled and reassigned over the years. By February 1986, less than two years after OFM plates were first issued, all plates assigned to the U.S.S.R. delegation were switched from their original SX to FC. When a Washington Post staff writer questioned a press attaché at the Soviet embassy about the change, he was told (presumably rather coldly) “I don't think that's a matter of vital importance to your newspaper.” By early 1986, plates assigned to the Iraq delegation had been switched from TS to BZ, and South Africa abandoned FY in favor of BL.
We have included in our list, with the notation “unknown” for the country, several codes seen on plates but not included in known country code lists. Presumably these are assigned to relatively new nations or to replace older codes. It is important to note that as of early 2015 the source of most of this data was about 25 years old, meaning that it was obtained while 1984 baseplates were still in use. It is likely that many listed codes have since been abandoned or reassigned.
None of the two-letter codes listed include the letters E or O, and letters I and Z do not appear in the first position.
